Low pay, household resources and poverty

This report says that, for low-paid workers, the statement "work is the best route out of poverty" should be modified to read "having a job and living with other people in work is the most effective way to avoid poverty" - since many low-paid workers escape household poverty through the incomes of others in their households.

About 23% of workers have gross hourly pay below two-thirds of the median. There are clear differences for men and women, single people and couples, parents and those without children.

The analysis is based on a sub-sample of about 5,700 employees taken from the Family Expenditure Survey (now called the Expenditure and Food Survey) for each of the years 1994/5 and 2000/1.
