4Children publishes report on family life

The Family Commission, a coalition of organisations led by 4Children, has published Starting a family revolution: Putting families in charge. The report is based on an 18 month study which surveyed 10,000 families and aimed to find out what support was important to them.

The report calls for a major overhaul of services, including Sure Start centres, proposes a new blueprint for family life amd a family revolution to put families back in charge. The government and local authorities are also urged to introduce a “Family Test” which would be applied to all decisions and used to assess the impact changes and new policies would have on families.

 The report recommends:

  • Development of children’s centres into children and family centres which will offer support from pregnancy to 19.
  • “Family Group Conferences” for the inclusion of extended families if a family finds itself in the legal system.
  • A strong presumption towards kinship care when children are taken into care.
