Cameron says benefit claimants must learn basic literacy skills

The Prime Minister outlined the Conservative's proposed changes to the welfare system and said that benefit claimants with poor basic skills will be required to learn reading, writing and numeracy in order to receive their benefits. He commented:

It is still possible to stay on benefits for years without gaining basic literacy and numeracy skills . . . isn’t this something we should expect of people, considering these skills are almost essential to getting work?
