The policy framework underpinning the strategy

Family Reading Matters focuses on the key principles of partnership working and strategic coordination, two areas which are central to current government policy. Every Child Matters is designed around the effective joining up of services, encouraging a range of agencies to understand their importance in all areas of a child’s life. The ‘reading culture’ that Family Reading Matters seeks to create will encourage this cross agency approach to include literacy.

Local authority national indicators

With the introduction of the Early Years Foundation Stage and the recommendations for universal early years support set out in the Bercow Review, the focus on early years within Family Reading Matters reflects current policy trends as well as research findings. There are existing National Indicators for local authorities that put emphasis on the early years (e.g. NI 72, 92 ) and, given the current focus on this vital stage of childhood development, this may well increase. Family literacy schemes are also designed to help adults, especially those with poor basic skills. As the government attempts to implement the recommendations of the Leitch report, adult basic skills are also coming under increasing scrutiny, and this key government priority is again reflected in the National Indicators for local authorities.

Links with the voluntary sector

There has been support across all parties in Westminster for an increased role for the voluntary sector in local delivery. The model that Family Reading Matters follows, mapping voluntary and publically funded literacy schemes, utilises the benefits of local knowledge that the voluntary sector may have, while working alongside publically funded schemes.
