Wiltshire council reaching the "hard to reach" through local partnerships

Wiltshire Council wanted to ensure that low literacy did not undermine long term plans to build resilient communities. Working with the National Literacy Trust they explored a new approach to literacy across Wiltshire.
Consultation with families and community partners revealed that poor literacy (in adults and children) was a real issue for some localities, undermining people’s capacity and confidence to participate and engage with opportunities of all kinds including education and employment. By working with midwives and social housing providers, Wiltshire is helping more parents and carers to support their children’s literacy development. The potential is huge – just two housing partners provide homes for over 10,000 of the poorest Wiltshire families – families many consider “hard-to-reach.”
